Peter was born and raised in Siberia, Russia, in an atheistic family typical of the Soviet era. Peter's parents were divorced and he grew up not knowing his Jewish father and his heritage. He came to know the Lord in 1991 as a result of meeting American believers, and moved to the United States in 1992.

In 1994, Peter met Rachel, who was born and raised in Atlanta, Georgia. Although her parents were not of Jewish ancestry, her family attended a local Messianic congregation and she had the privilege of a Jewish education and upbringing. Peter and Rachel were married in 1995.

Today Peter is starting a new congregation of Russian Jewish believers in Brooklyn, New York. Peter and Rachel continue their outreach efforts, assisting immigrant families with their multiple needs and sharing the message of Israel's Messiah in the Russian Jewish community.
